Nursery stock is classified as a statutory inspection commodity under regulations governing the export of seeds, seedlings, and flowers; as such, it is subject to mandatory customs quarantine supervision.

Seedling Quarantine: Thoroughly inspect the leaves, branches, and root balls of purchased seedlings to eliminate any that are infested with pests or pathogens. Immediately discard any seedlings exhibiting signs of root rot, insect borings, or mold spots.

Deciduous Trees / Shrubs: From the time leaves drop in autumn until buds begin to sprout in spring (the dormant period is best); low temperatures minimize transpiration, allowing the root system to recover quickly.
